Description (Service)

The OPP is a division of the Ministry of the Solicitor General, the largest operational ministry in the province with a presence in every community across Ontario. The OPP is the largest police service in Ontario and the second largest in Canada.

The organization is divided into five commands:

CULTURE AND STRATEGY SERVICES

TRAFFIC SAFETY AND OPERATIONAL SUPPORT

  • Highway Safety Division
  • Field Support Bureau oversees:
    • Emergency Management Unit
    • Specialized Response Teams
    • Aviation Services
    • Indigenous Critical Incident Response
    • Offender Transportation Program
  • Security Bureau
    • provides security and investigative services to support the assessment and management of physical and cyber security risks through specialized sections and detachments
  • Communications and Technology Services
    • Bureau facilitate the provision of secure computing technology and communication capabilities, network connectivity, data management, and support for the organization

CORPORATE SERVICES

Members of OPP Corporate Services are researchers, policy writers, educators and trainers, financial experts, weapons specialists, inventory managers, procurement specialists and municipal policing and human resource experts. They provide essential support services to front-line officers and the many investigative units of the OPP.

  • Business Management Bureau
    • employees guide personnel through complex procurements, budget reconciliation, controllership, facilities management and municipal policing contract negotiations. Provide essential research and policy writing services to the organization, maintaining a set of rules for officer conduct called Police Orders - a tradition that goes back to 1922.
  • Career Development Bureau includes three subsections that support employees from recruitment to retirement:
    • Human Resources Section provides professional human resource services and demonstrates the OPP's commitment to support and value its employees
    • The Provincial Police Academy provides training and skill development opportunities for both uniform and civilian members
    • Uniform Recruitment attracts and selects the best available candidates for uniform positions with a focus on diversity, renewal and revitalization
  • Fleet, Supply and Weapons Services Bureau
    • employees manage all OPP vehicles, uniforms, weapons and general equipment. They are responsible for ensuring all OPP members have the equipment to do the job
  • Municipal Policing Bureau
    • oversees all aspects of contract and non-contract OPP municipal policing services

INVESTIGATIONS AND ORGANIZED CRIME

Members of this command are lead investigators, analysts and support personnel. They spearhead investigations in numerous areas from health care fraud to organized crime. Deputy Commissioner Marty Kearns oversees Investigations and Organized Crime. He has been with the OPP since 1991.

  • Investigation and Support Bureau supports highly technical, major, serial or multi-jurisdictional criminal investigations. There are a number of specialists within this area including Behavioural Sciences and Analysis, Electronic Crime investigation, Forensic Identification and Technical Support.
  • Organized Crime Enforcement Bureau is mandated to disrupt and suppress organized crime.
  • Professional Standards Bureau oversees the investigation of complaints and criminal allegations made about OPP officers or civilian employees.
  • Provincial Operations Intelligence Bureau members anticipate, prevent and monitor criminal activities when a person or group is involved in an organized or sophisticated or professional crime.
  • Investigation and Enforcement Bureau (AGCO) members work to ensure the gaming, alcohol and lottery industries are conducted honestly and are free from criminal elements and activity.
  • Chief Firearms Office administers the licensing provisions of the Firearms Act and Regulations.
  • Project Support Centre assists front-line officers in preparing, reviewing and tracking projects and project reports. They provide centralized financial accountability.

FIELD OPERATIONS

Members who work under this command provide front-line policing services, are experts in education, crime prevention and community involvement, and support Indigenous Policing across the province.

  • Command also includes Community Safety Services (CSS). The uniform and civilian members of Community Safety Services provide expertise to the OPP in the areas of crime prevention, community safety and well-being planning, risk analysis and mitigation. They support front-line officers who in turn, work directly with communities on education and awareness initiatives to increase community safety and well-being.

The Special Fraud Office (SFO), in partnership with police services within Ontario and across Canada, are responsible for investigating cases of serious fraud and complex financial crimes. Provides an integrated approach where police and prosecutorial services work jointly in combating the significant challenge of serious fraud in Ontario by:

  • Protecting the citizens of Ontario
  • Limiting losses suffered by victims
  • Recovering assets fraudulently acquired
